Cinda is married to Michael F Lally formerly from Littleton, MA.  Michael is a teach of Business Applications of Computers in the Berwick High School.  They have one daughter, Deirdre Hartman Lally, who attends Berklee College of Music in Boston, and University of Massachusetts, Boston.

Cinda has worked in the insurance agency business since 1969, where she began her career in South Hero, VT. (the Lake Champlain Islands) and returned to Berwick in 1976 to start her own insurance agency in conjunction with her father's agency.  Since then, Cinda has purchased eight other insurance agencies and operates her independent insurance agency on West Front St., in Berwick.  Cinda obtained her Chartered Property and Casualty Underwriter professional designation in 1989, from the American Institute of Property and Liability Underwriters, and her Chartered Life Underwriter professional designation from the American College in 1994.

Cinda has taught continuing education classes in the insurance field for 16 years.  In 1992, Cinda was among the first Risk Management team to ever be invited to Russia after the breakup of the Soviet Union, and as a result of that visit, Cinda has formed friendships and professional relationships with insurance professionals in Moscow, St. Petersburg, and Kiev, Ukraine.  She has visited Russia six times and has presented at international conferences at St. Petersburg State University in St. Petersburg, Russia, on marketing of insurance, as well as teaching classes for the American Institutes in Russia.  She has a visiting professor status for the Economic Institute in the University of St. Petersburg, and has three times arranged for groups of visiting professionals from the former USSR to have tours in the US centered around all aspects of the insurance industry here, from the retail sales of a local agency to the Insurance Committee of the PA  House of Representatives and the PA Insurance Department.  Cinda has won numerous awards and professional commendations for this work.

For six years, Cinda ran a business which she started, partnering with retired FBI agents from Harrisburg, where they investigate insurance fraud claims and insurance scams through the workforce they hired of retired FBI  and DEA agents.

Cinda was instrumental in the formation of two shelters for battered women and was on the original task force which formed the PA Coalition Against Domestic Violence.  She has spend a considerable portion of her life devoted to the cause of domestic violence and its eradication.

After 35 years of community service and volunteering, Cinda is ready to relax with her books, her genealogy and scrapbooking - all while continuing her pursuit of mastering the Russian Language and visiting her friends in Russia.

Tom Hower – Tom graduated from Electronics Training Center in Allentown in 1970 (now known as Lincoln Technical Institute).  He worked 7 years as an electronic technician for Sear, Roebuck & Co., in Bloomsburg.  In 1977 he married Sherry Filson of Hershey, PA.  Also in 1977, Sherry and he started an advertising company specializing in imprinted promotional products.  And, 31 years later they are still the owners of that company and work there everyday.  They have one son, Thomas J. Hower (TJ) age 25.  TJ graduated from Mansfield University-and works as production assistant and air personality at radio station WGMM in Corning, NY.
